Default Can a naturopathic doctor legally prescribe these?

My 41 year old boyfriend recently went to a naturopathic doctor and she prescribed winstrol and human growth hormone. His tests came back normal so he is not deficient in the testosterone department. I am sure he asked her for these drugs, but is it legal for her to prescribe them?
I am in Arizona, His test was a bit on the low side with HGH but he had very high level testosterone already. It doesn't seem like there is a logical reason for her to prescribe these for him.

The only way anyone can do that is have a lisence to practice medicine. Many naturopathic doctors do not.
